An Independent Institute for a Critical Question

The Intelligence Covenant Institute is an independent international think tank dedicated to the rigorous study of the social contract between human and machine intelligence. We believe that the integration of machine intelligence into the fabric of public life is among the defining challenges of our time — one that requires sustained, serious, and pluralistic intellectual engagement.

Our work spans political philosophy, law, technology policy, and institutional design. We bring these disciplines into conversation with the technical realities of contemporary machine intelligence to produce analysis that is both intellectually serious and practically relevant.

We are committed to independence. We do not represent the interests of any government, technology company, or advocacy organization. Our publications are subject to rigorous editorial standards and peer review. We aim to advance understanding, not to advocate for predetermined conclusions.

The Institute is governed by an independent board drawn from academia, law, and public service. Editorial decisions are made by the Institute's scholarly staff and are not subject to board approval or donor influence. Financial supporters are disclosed publicly; none receive preferential access to our research agenda or publications.

We welcome scholars, practitioners, and policymakers who wish to engage with our work. Fellowship applications for the next cohort will open in Q3 2026.
